(Jilin Province, 27th November 2020) On 26th November, the groundbreaking ceremony of the Yi Pu High-tech Smart Incubator Industrial and Assembly Smart Industrial Park was held in Helong Border Economic Cooperation Zone(HBECZ), Helong City, Jilin Province.
Member of the Standing Committee of the Yanbian Prefecture Committee of Jilin Province, the Secretary of Helong Municipal Committee Jin Lie, Chairman of the Standing Committee of the Helong Municipal People’s Congress Zheng Junhao, Chairman of Helong Municipal CPPCC(Committee of the Chinese People’s Political Consultative Conference) Zhang Xinwen, Member of the Standing Committee of Helong Municipal Party Committee, Secretary of the Party Working Committee of HBECZ, Director of the Management Committee Jin Chengzhe and all municipal leaders who are in the city attended the event. Also, Liu Mingsong, the chairman of Yi Pu New Energy Technology Co., Ltd. and relevant persons in charge of this company attended the event. Member of the Standing Committee of Helong Municipal Party Committee and Deputy Mayor of the Municipal Government Zhang Fengqun presided over the event.
Before the groundbreaking ceremony, member of the Standing Committee of the Yanbian Prefecture Committee of Jilin Province, the Secretary of Helong Municipal Committee Jin Lie and his entourage came to the product exhibition center of the HBECZ, watched the promotion video of HBECZ, and learned about the overall development plan of the this border zone. Afterwards, he visited the construction sites of the Yi Pu High-tech Smart Incubator Industrial Park and other projects, and the person in charge of Yi Pu gave a detailed introduction in conjunction with the exhibition board. Among them, the Yi Pu high-tech Smart incubator industrial park project, with a total investment of 5 billion yuan (RMB, about 1 billion Singapore dollars, the same below), is planned to cover an area of 1,000 acres, with a construction area of 1 million square meters, and is planed to introduce more than 10 assembly lines. The production line of modular pipe gallery is constructed. The prefabricated construction project has a total investment of 300 million yuan and a planned construction area of 240 acres. It mainly produces fabricated pipe gallery components, subway segments, and prefabricated residential precast concrete components.
At the ceremony, Liu Mingsong, Chairman of Yi Pu New Energy Technology Co., Ltd., expressed his sincere gratitude to Helong City and the Border Area for their strong support in his speech, and said that he would spare no effort to speed up project construction, strive to reach production and achieve results as soon as possible, and put more efforts to make more and greater contributions to the development of Helong City and Border Zone.
Subsequently, the Member of the Standing Committee of Helong Municipal Party Committee, Secretary of the Party Working Committee of HBECZ, Director of the Management Committee Jin Chengzhe delivered a speech. In his speech, he pointed that the agglomeration and development of the apparel industry has shown strong development potential. In the future, the border zone will focus on technological innovation, speed up the transformation of intelligence and information, and continuously improve the modernization level of the clothing industry with new technologies, new materials, new processes, and new business forms, to achieve a reasonable layout at home and abroad and a close linkage between internal and external, to cultivate this garment clothing industry into a tens of billions of industrial clusters. The Yi Pu High-tech Smart Incubator Industrial and Assembly Smart Industrial Park project aims to integrate resources such as technology, talent, capital, market, and policy, focus on technological innovation and transformation of technological achievements, and will play an important role in industrial integration, industrial upgrading, and total expansion. It will provide scientific and technological support for the transformation and development of the HBECZ. Also, the HBECZ will provide comprehensive guarantees in terms of land supply, infrastructure, administrative services, and policy implementation to promote the smooth implementation of the project.
At the end of the ceremony, attending leaders and business representatives jointly laid the foundation for the Yi Pu High-tech Smart Incubator Industrial and Assembly Smart Industrial Park. The heads of the provincial and state departments, the towns, municipal departments, and financial institutions, all the cadres of the border district, relevant personnel of the project construction unit and the news media participated in the groundbreaking ceremony.
Yanbian Korean Autonomous Prefecture, referred to as Yanbian Prefecture or Yanbian, is located in the eastern part of Jilin Province, at the junction of China, Russia, and North Korea. Historically, it was the birthplace of the Manchu and its ancestors, Sushen people, and was called the “land of dragon prosperity” in the Qing Dynasty. Helong Border Economic Cooperation Zone is located here.
Introduction to Helong Border Economic Cooperation Zone:
On March 3, 2015, the State Council of China formally approved the establishment of a border economic cooperation zone in Helong City, Jilin Province, named Helong Border Economic Cooperation Zone(HBECZ), and implemented the current border economic cooperation zone policy, which is also the second approved area in Jilin Province. The HBECZ has a planned area of 4.06 square kilometers and is located in the southeast of Helong City, Jilin Province, across the river from North Hamgyong Road in North Korea. The cooperation is divided into import resource transformation zone, export product processing zone, trade and logistics bonded zone, and southwest living area.
Helong City is one of China’s largest populated areas of Koreans, and is known as the “Thousand-year Ancient Capital” , “Centennial County” , “Hometown of Songs and Dances”, and “Hometown of Jindalai”. The city covers an area of 5,069 square kilometers, governs 8 towns, 3 streets, and has a total population of 220,000, of which the Korean population accounts for 53%. The Helong Border Economic Cooperation Zone closely focuses on the development and opening of Yanbian Prefecture, follows on the “One Belt, One Road” Strategy and Chang-Ji-Tu strategy. The HBECZ will be built into an international comprehensive economic cooperation zone that integrates border trade, regional processing and manufacturing, domestic and foreign resource cooperation development and production, comprehensive bonded, financial services, international logistics distribution and procurement, and tourism. It is aimed to promote regional cooperation among Northeast Asian countries, and promote the rapid development of foreign economy in Helong City as well as Yanbian Prefecture and Jilin Province. Form a new strategic pattern with Yanbian Prefecture and Jilin Province as the center, Helong and Hunchun as the fulcrums, HBECZ will be built into a new strategic pattern that echoes the “south and north” exits of the China-Mongolia Grand Corridor, and a free trade zone between China, Mongolia, Russia, South Korea, Japan, and North Korea.
