(13.03.2025,Singapore) The Institute of Singapore Chartered Accountants (ISCA) announced today the launch of the Singapore Chartered Accountant Qualification (SCAQ) Career Mobility Programme (CMP). This innovative initiative aims to foster the development of future accounting professionals by supporting promising accountancy undergraduates in attaining the Chartered Accountant of Singapore designation. The CMP, beginning with a pilot run in Vietnam, is set to expand across Southeast Asia by Q2 2025.

In collaboration with Accredited Training Organisations (ATOs) and their international networks, the CMP will provide undergraduates with quality training and facilitate their recruitment and hiring. Through cross-border work opportunities—including exchanges, secondments, and professional stints—participants will gain invaluable overseas experience and cross-cultural competence, enriching the talent pool for Singapore businesses aiming to grow globally.

“By establishing avenues for overseas exposure, we aim to nurture well-rounded professionals and meet the increasing demand for skilled accountants in Singapore and the region,” said ISCA President Mr. Teo Ser Luck at the program’s inauguration.

The initiative kicked off with a Memorandum of Understanding (MOU) signing ceremony on March 5, 2025, at KPMG’s office in Ho Chi Minh City, Vietnam. Key partners include KPMG Vietnam and KPMG Singapore, where eligible SCAQ candidates will have the opportunity for professional stints in each other’s offices, enhancing the cross-border exchange of skills and expertise.

“This partnership marks a significant step towards building a strong accountancy workforce equipped to handle the demands of a dynamic global market,” remarked Mr. Chang Hung Chun, Managing Partner, Head of Audit from KPMG Vietnam & Cambodia.

The CMP also supports ISCA’s strategic expansion in the region, demonstrated by new agreements with leading Vietnamese universities to nurture a robust pipeline of accountancy talent. With over 92,000 students enrolled in accountancy across 129 universities in Vietnam, the program is well-positioned to bridge the gap between graduates’ skills and market needs.

Additionally, ISCA has launched its Professional Services Centre in Ho Chi Minh City. This is the second center set up by ISCA in partnership with various professional bodies like the Association of Small & Medium Enterprises (ASME) and the Law Society of Singapore, aiming to promote professional services growth across the region.

Through initiatives like the CMP and the establishment of Professional Services Centres, ISCA is playing a pivotal role in shaping the future of the accountancy profession in Southeast Asia, aligning educational outcomes with the practical demands of the global market.
